Prerequisites
Charge your Nexus 4 to at least 60% of battery
Install proper USB drivers: Click here
Backup your device completely, this includes your storage, SMS, contacts etc.
TWRP recovery Installed. You can do so by following this guide.
Install Android L developer preview on Nexus 4
Download the current updated beta: Click here
Don’t worry, no GApps or other addons are needed at all.
Connect your Nexus 4 to the PC by means of USB cable.
Transfer the downloaded zip file to a suitable location on the device storage. It is preferred to put it in the root of the storage for an ease.
Disconnect the device and power it off.
Press the volume Down and Power buttons altogether until you see the bootloader screen.
Press the volume keys until you see recovery mode on the screen and press the Power button to select and boot into it.
You will be on the main screen of TWRP recovery.

Go back to the main screen and tap on Install
Browse and select the transferred ROM zip file and slide the button at the bottom to start the flashing process.
The file is pretty big compared to other ROMs you have flashed. It will take a respectable amount of time, like about 5 mins.
Once completed, tap on Reboot System.
The Nexus 4 will begin the booting process which can take as long as 5-10 minutes, so be patient. You can then set up and use the wonderful and updated Android L developer preview on your Nexus 4.
